Overseas students

Overseas students studying in New Zealand under assistance or exchange programmes approved by the New Zealand Government generally cannot receive a Community Services Card (this includes students who are exempt from paying student fees) because they are not ordinarily resident in New Zealand.

This includes:

• students fully funded by the Ministry of Foreign Affairs and Trade
• students who are partly funded by the Ministry of Foreign Affairs and Trade (including those who have only their tuition fees paid for by the Ministry)
• students on exchange programmes
