Partners with youth activity obligations

A young partner of a main beneficiary who has youth activity obligations may also have hardship obligations when they are applying for a Special Needs Grants or Advance Payment of Benefit.

However, where a young partner is engaged with a service provider or Work and Income 'in-house' service they will already be meeting the reasonable steps and budgeting activity obligations because as part of their youth activity obligations they must:

  • participate in ongoing discussions with their service provider or Work and Income 'in-house' service about their budget (which would include talking about ways they can stay within their budget and potentially reduce their costs)
  • undertake a budgeting programme

Note a service provider or Work and Income 'in-house' service may provide support for the young person's circumstances but they may not know the full circumstances of the family and therefore this support should only be used as one piece of the information.
