Child Disability Allowance : Contents

State institutions

Child Disability Allowance cannot be paid when a seriously disabled child is in one of the following institutions:

Residential specialist schools in New Zealand

Residential specialist school for deaf and hearing-impaired students

Residential specialist school for blind and vision-impaired students

Residential specialist schools specialising in working with students with educational, social and emotional needs, together with an underlying intellectual impairment

These schools determine who meets the entry criteria for their services including any specific rules relating to sex or gender.

Periods of leave from state institutions

Child Disability Allowance cannot be paid for children who reside in a state institution for more than 3 nights in 1 week.

However, Child Disability Allowance can be paid to the principal caregiver if a child leaves a state institution for a continuous period of 7 nights or more (including school holidays). This includes a principal temporary caregiver of a child for whom Orphan's Benefit or Unsupported Child's Benefit is paid. Payments can be made for the full period at home.

For Orphans Benefit or Unsupported Childs Benefit, the principal temporary caregiver is the person who has the primary responsibility for the day-to-day care of the child for a short-term, unknown, or uncertain period, and is not the natural or adoptive parent of the child.
