Determining when limited circumstances no longer apply
If the client meets the criteria for limited circumstances and qualifies for an Emergency Housing Grant, their non-entitlement period will be paused.
A client must be assessed at each subsequent Emergency Housing Grant application against the limited circumstances criteria to determine eligibility.
When the client or their dependent child is no longer in a crisis situation, the clients application for an Emergency Housing grant must be declined and the 13 week non-entitlement period will resume.
Limited circumstances no longer apply
The client will no longer meet the criteria for limited circumstances to get an Emergency Housing Grant during the non-entitlement period when:
- they or their dependent children (if any) are no longer experiencing a crisis situation
The client can inform MSD, or MSD can determine, when the client or their dependent children (if any) are no longer in a crisis.
MSD must be satisfied the crisis situation has been appropriately dealt with before declining the limited circumstances grant and resuming the non-entitlement period.
Example - Limited circumstances no longer apply, 13 week non-entitlement period resumes
Kori applies for an Emergency Housing Grant two weeks into their non-entitlement period. Kori and their dependent child experienced a family violence incident while on a 13-week non-entitlement period. The incident escalated to a serious incident.
Kori is experiencing a crisis situation, is at near-term risk of harm and has multiple risk factors (a dependent child under the age of 12 months, and in a violent situation).
Kori meets the criteria for limited circumstances and the Emergency Housing Grant is approved. Their non-entitlement period is paused.
Kori applies for a subsequent Emergency Housing Grant during their non-entitlement period.
MSD assesses if Kori continues to meet the limited circumstances criteria, and it is determined Kori is no longer experiencing a crisis situation, the perpetrator is being held in custody and an urgent protection order is in place.
Kori’s subsequent application is declined and the non-entitlement period resumes (after being paused) because limited circumstances no longer apply.
There are 11 weeks remaining of Kori’s non-entitlement period.
