Interface with advances

Sometimes the amount available under a non-recoverable Special Needs Grant will not be enough to cover all the costs eg, when a client does not have exceptional circumstances to increase the maximum payable.

The client may qualify for an Advance Payment of Benefit to cover the difference between the non-recoverable Special Needs Grant assistance the client qualifies for the amount needed.
