Client receives an overseas state pension
Clients must be eligible for and getting some amount of New Zealand Superannuation, Veteran's Pension, or main benefit to qualify for a Winter Energy Payment.
Some clients eligible to get New Zealand Superannuation and Veteran's Pension (and sometimes main benefit clients), do not get any New Zealand Superannuation or Veteran's Pension payments due to excess overseas deduction. These clients will not get Winter Energy Payment as they are not receiving a qualifying benefit.
Overseas pensions received by partners
For a client who gets an overseas pension and also gets New Zealand Superannuation, Veteran's Pension, or a main benefit, their overseas pension does not affect their partners New Zealand Superannuation, Veteran's Pension, or Winter Energy Payment.
Any overseas pension received by a partner is not deducted from the client's Winter Energy Payment.
