Taking all reasonable steps to enrol in a recognised early childhood education programme
A client could be considered to be taking all reasonable steps to enrol their child in an early childhood education programme for reasons including (but not limited to) that:
- there are shortages of places or availability issues, and the client has a plan in place or has made a commitment to enrol their child when a place becomes available
- there are additional costs of participation that may cause financial hardship to the family, including:
travel costs or
additional costs associated with attending the early childhood education programme
- the child has behavioural problems meaning attendance at an ECE service would be difficult or not possible (for example the child is not currently permitted to attend) (This should be recorded as an exception in OBMAN using 'child is not permitted to attend' as the obligation exception reason)
Note to help clients meet this social obligation you should discuss childcare assistance that may be available to the client.
Legislation
- Attendance of dependent child aged 5 or 6 years at early childhood education programme or registered school section 132 Social Security Act 2018
