Taking all reasonable steps to enrol at early childhood programme
A client could be considered to be taking all reasonable steps to enrol their child in an early childhood education programme for reasons including (but not limited to) that:
- there are shortages of places or availability issues, and the client has a plan in place or has made a commitment to:
- enrol their child when a place becomes available or
- consider participating in other approved programmes for their child - unless there are cultural or religious reasons for not doing so
- there are additional costs of participation that may cause financial hardship to the family, including:
- travel costs or
- additional costs associated with attending the early childhood education programme
- the child has behavioural problems meaning attendance at an early childhood education programme would be difficult or not possible (for example the child is not currently permitted to attend). This should be recorded as an exception in OBMAN using "child is not permitted to attend" as the obligation exception reason.
To help clients meet this social obligation you should discuss childcare assistance that may be available to the client.
Legislation
- Attendance of dependent child aged 5 or 6 years at early childhood education programme or registered school section 132 Social Security Act 2018
- Subpart 4—Social obligations in relation to dependent children Part 3, subpart 4 Social Security Regulations 2018
