Grandparented clients

From 1 July 2011 clients who are assessed as having a low (priority D) to moderate housing need (priority C) are not eligible for social housing.

A grandparenting provision applies to clients who were assessed as having a low to moderate housing need prior to 1 July 2011. These clients are eligible for social housing and remain on the register until they are placed in a house or request to be removed from the register.

Change in circumstances

When a grandparented client has a change in circumstances, they remain on the register regardless of any change to their housing need.

Grandparented clients may have changes to their housing need (that is they moved through the four priority ratings) if they have a change in their circumstances. For example, they may move to having a serious housing need but then their circumstances may change again, returning them to a low to moderate need.

These clients can remain on the register until:

  • they accept the offer of a suitable property not required by any priority client or
  • they request to be removed from the register

Managing grandparented clients

Grandparented clients have a duty to advise us of any change in circumstances.

Generally clients on a register will have their eligibility proactively reviewed to confirm their eligibility for social housing. The only exception is grandparented clients on a register. These clients will not have their eligibility proactively reviewed while on the register. Their eligibility or housing requirements will only be reviewed when they contact us to advise of a change in their circumstances.
