Definite offer of employment
Where the client has stated that they had a definite offer of employment (supplied in writing) to get permanent residence, you must investigate fully what happened to the job offer. This should include contacting the employer.
Where the offer of employment was withdrawn or employment terminated through circumstances beyond the control of the client you may consider granting Young Parent Payment provided the client meets the two year residence criteria or Young Parent Payment on grounds of hardship if they do not meet the two years continuous residence.
Immigration New Zealand will decide on any action to be taken with regard to the client's residence status. In the meantime you need to look at all the circumstances of the client as to whether you can grant benefit assistance.
Note if the client has resided in New Zealand for two years assess the client's entitlement to Young Parent Payment in the usual manner.
