Full or partial exemptions

Exemptions are temporary. A young person may be granted a full or partial exemption from meeting some or all of their activity obligations on the recommendation from their service provider or Ministry of Social Development 'in-house' service.

The YSSU will make the final decision to decline or approve any exemption.

Before you grant an exemption, check if the exemption reason is full or partial (or both).

Full exemptions

A full exemption means the young person is exempt from all activities that are part of their obligations. They may be granted a full exemption if they are unable to meet any of their activity obligations.

A young person who has a full exemption from their activity obligations may still be required to attend an interview to discuss their circumstances and when it might be appropriate for them to start to plan towards a return to education, training or work-based learning.

Partial exemptions

The young person can be granted a partial exemption from their activities when they can participate in some, but not all, of their activity obligations.

For example, a young person granted a partial exemption from education, training or work-based learning, may still be required to:

  • attend a budgeting programme and
  • meet with their service provider or Ministry 'in-house' service

Duration

Each exemption has a maximum duration. The period the exemption is granted for depends on the young person's circumstances.

At the time of granting the exemption the young person should be:

  • advised of the temporary nature of the exemption and
  • if appropriate, a date scheduled to review the exemption

At the review you should discuss the young person's circumstances and consider whether it is appropriate to extend the exemption for a further period. You can ask the young person to provide proof that their exemption should be extended.

Note the maximum duration of an exemption for a young person due to a health condition, injury or disability is based on the next reassessment date recorded by their health practitioner in the medical certificate
