Partner in the community
Where a client has a partner in the community, the partner in the community cannot receive Community Costs.
For any application received from the client, the Community Costs is assessed for joint income, assets and costs of both the client and their partner in the community.
Client is receiving a benefit
When a client who is receiving a main benefit and has a partner in the community applies for Community Costs, the Residential Subsidy Unit will contact the partner's case manager.
The case manager will need to:
- ensure that the partner in the community is receiving their full and correct entitlement to any Extra Help and
- check that the partner has explored all other financial resources available
The Residential Subsidy Unit can only consider paying Community Costs when all of the above have been done.
SWIFTT process
The Residential Subsidy Unit will reassess the main benefit for the client and the partner in the community.
Client is not receiving a benefit
When a client who is not receiving a benefit and has a partner, applies for Community Costs, they and their partner should be invited to apply for income support (if appropriate).
