Debts

A debt is created when a client or service provider is overpaid.

When a client enters and leaves residential care it is important that any changes in benefit payment are completed as soon as possible to avoid any overpayments for the client or the service provider.

Client moves into care

When a client enters residential care it is important to stop payment of any Extra Help as soon as possible to avoid any overpayment.

When the client requests that their benefit contribution be paid directly to the service provider, the redirection should be added from the first available date.

The client will need to make their own arrangement to meet the cost of their care prior to the commencement of the redirection to the service provider.

Client moves out of care

Pay the client their full benefit payment from the date they leave care.

Establish a third party debt against the service provider for any portion of benefit contribution paid after the client leaves care.

SWIFTT initially establishes the debt against the client for the service provider, and then transfers it overnight to the Debt Management System. This means that the debt is not held against the client.
