Application - Civil Defence Payment

When a Civil Defence emergency or other adverse event arises, asking people for proof of their details may be difficult. They may have little, if any, documentation with them.

In order to provide Civil Defence payments the following proof is required:

  • confirmation from the Ministry of Civil Defence and Emergency Management that a Civil Defence Emergency has been declared (this will usually come from the Work and Income regional office) or
  • direction from your Regional Commissioner that an emergency situation meets qualifications to make Civil Defence Payments and
  • confirmation that the person has been affected by the civil defence emergency or adverse event and
  • confirmation by the affected person that costs will not be met by insurance, or if insured any excess on insurance cover

Confirmation a person has been affected by the Civil Defence Emergency or Adverse event

To confirm that a person has been affected by the Civil Defence emergency or adverse event you can look at what is happening in their region to establish whether they have been affected or not. This may be done through Local Council, media, or contacting Regional Office.

Note a person does not need a civil defence registration number to qualify for Civil Defence Payments.

Affected person is unsure if their costs will be covered by insurance

If a person is unsure if the costs for their immediate needs will be covered by insurance, an initial payment to meet the immediate need can be made.

If the person's insurance later covers any costs paid for with a Civil Defence Payment, the person will need to refund the amount paid.
