Partner gets a different main benefit

If a partner is getting a different main benefit from the client, and both the partner and the client meet the qualifications for Temporary Additional Support, you may grant Temporary Additional Support on the applicant's record.

Combine the net rate of each benefit type for both the chargeable income and the standard costs.

Rate of payment

If both the client and their partner meet the qualifications for Temporary Additional Support, the rate payable for Temporary Additional Support should be calculated as follows:

Chargeable income

  • combined net rate of main benefits (before any sanction or deduction) as a married, civil union or de facto couple
  • Disability Allowance paid to the client and partner (or any other family member including a child for whom Orphans Benefit or Unsupported Childs Benefit is paid)
  • Accommodation Supplement paid to the client and partner
  • Special Disability Allowance paid to the client in the community
  • any other net income received or earned by the client and partner (apart from income of the partner in the community, included in the means assessment of their partner in residential care)
  • Working for Families Tax Credits payments payable to the client and partner

Assets

Use the assets owned by both the client and partner

Allowable costs

Include the allowable costs for the client and partner

Standard costs

Calculate 70% of the combined unabated main benefit rates and unabated family tax credit payments

Upper limit

Calculate 30% of the combined unabated main benefits

Rate of payment

Assess the client as a married, civil union or de facto couple and pay the full couple rate

For more information see:

SWIFTT process

SWIFTT automatically assesses these clients, as it does for other couples who get the same benefit.

SWIFTT automatically combines the net rate of each main benefit type for the chargeable income and will apply the 70% standard costs calculation to this combined amount.

SWIFTT automatically combines the chargeable income and allowable costs held in both records, for example, Accommodation Supplement and Disability Allowance

Manual adjustments may need to be made to the income charge to exclude income of the partner in the community when that income is included in the means assessment of their partner in residential care.

You would enter all the family's allowable costs in the applicant's record in STAWA.
