Guidelines - exemption for severe disablement

A special income exemption for severe disablement may be given to a client as an incentive for their personal effort to participate or continue in employment.

To help you to decide if a person is severely disabled consider the following:

  • Does the client have to put in more effort in order to participate in employment? (for example, they may take a considerably long time to get ready in the morning or a longer time to travel to their place of employment)?
  • Is the client's capacity to earn the same wage as a person without a severe disability reduced because of their disability (for example, does the client work reduced hours or receive less money for the job they undertake because of their disability)?
  • Does the client have additional expenses to undertake employment (for example additional transport or equipment costs)?
  • Does the client have difficulties participating in employment or completing their tasks because of their disability (for example, they may experience difficulties with mobility around the work place, be limited in the tasks they undertake or on occasion may not complete their work duties)?
  • Does the client require assistance from another person to carry out some of their daily tasks (for example, washing, dressing or cooking)?
  • Does the client require the assistance from another person to travel to work or to ensure their physical safety while at work (for example, does the client have difficulty using public transport)?
  • Any other relevant factors that should be considered.
  • If the client answers 'yes' to one or more of these questions you will have to decide if the client is severely disabled or if you need further information to make this decision.
