Unable to earn a sufficient livelihood
Generally, clients apply for financial assistance because they are unable to earn a sufficient livelihood to support themselves (and any dependent family).
This may be due to:
- a health condition, an injury or a disability
- their domestic circumstances (for example caring responsibilities)
- their age (for example 16 and 17 year olds) or
- any other reason (for example residence status)
Each client's circumstances must be established to determine:
- how the person had intended to support themselves (and any dependent family) or
- could reasonably be expected to support themselves (and any dependent family)
- and
- the reasons they are not able to do this
Guidelines have been developed to help you decide the reason a person is unable to earn a sufficient livelihood and the equivalent benefit.
