Sanctions for young partners
The effect of the sanction of the client's assistance for a young partner depends on whether the client is youth money managed or not.
Client is youth money managed
When a client is youth money managed, has an obligations failure and has not recomplied within the 5 working day notice period, the effect of the sanction on the client's assistance is the same as for Youth Payment and Young Parent Payment (where they have dependent children).
Grade 1 and 2 sanctions
The client who is not required to get Youth Services and is not youth money managed will continue to get their portion of the assistance. They can continue to get their portion of the Winter Energy Payment.
For a client who is required to get Youth Services and is youth money managed, a first or second failure means suspension of the in-hand allowance and any incentive payments, until the client recomplies with the obligation they have failed (or obligations if they have failed to comply with one or more of their obligations). The client can continue to get any Accommodation Supplement and Temporary Additional Support to which they are entitled. The young partner can continue to get their portion of the Winter Energy Payment.
If the client has not recomplied within 4 weeks the whole of their benefit and any incentive payments are suspended along with any Accommodation Supplement, Temporary Additional Support or Winter Energy Payment they get.
Their benefit will remain suspended until they recomply or the payment is automatically cancelled after 13 weeks.
Grade 3 sanction
The client who is not required to get Youth Services and is not youth money managed will continue to get their portion of the assistance. The client will get the full couple rate of the Winter Energy Payment.
If the person who is required to get Youth Services and is youth money managed fails their obligations for a third time:
- their portion of the benefit, and any incentive payments, are cancelled immediately
- their portion of Accommodation Supplement, Temporary Additional Support and Winter Energy Payment is cancelled and
- the young person is subject to a non-entitlement period for 13 weeks from the date of cancellation
The client may get a provisional benefit if they start a 6 week approved activity or programme of activities.
If the client does not start a 6 week approved activity or programme of activities, they may reapply at the end of their non-entitlement period to get a benefit.
Note Disability Allowance can continue to be paid during a non-entitlement period.

Client is not youth money managed
When a client is not youth money managed, has an obligations failure and has not recomplied within the 5 working day notice period, the effect of the sanction on the client's assistance is the same as for their main benefit except that any incentive payments being paid will also stop. Unlike Youth Payment clients who have earned the right to get their payment directly, a young partner will not be returned to youth money management after they have been sanctioned.
