New Zealand Superannuation (with a grandparented non-qualified partner included) suspended before Mandatory Review date

Clients getting New Zealand Superannuation (with a non-qualified partner included) are always notified about their Mandatory Review, even if their New Zealand Superannuation is suspended, unless it is suspended due to the client being temporarily overseas or in prison.

MSD must not undertake the Mandatory Review unless the client contacts MSD to resume their New Zealand Superannuation.

If the client contacts MSD before their review date to resume their benefit, they may be able to get an extension if they need more time to do their Mandatory Review. MSD can resume the benefit before the Mandatory Review has been responded to.

However, if the client contacts MSD on or after the Mandatory Review date, the review must be completed before MSD can resume the benefit.

Example

Pete and Sam are getting New Zealand Superannuation as a couple. Sam is included as a grandparented non-qualifying partner. Pete's Mandatory review is due on 2 September 2027.

MSD is notified by New Zealand Police that both Pete and Sam have warrants to their arrest. Pete and Sam do not take reasonable steps to resolve their warrant to arrest for 10 working days, and MSD suspends their New Zealand Superannuation on 25 August.

For MSD to resume their New Zealand Superannuation, both Pete and Sam must resolve or take steps to resolve the warrant to arrest and provide evidence of this.

On 6 September 2027 both Pete and Sam tell MSD that they resolved their warrants to arrest and provide notices of hearing as evidence.

However, because Pete contacted MSD after his Mandatory Review date, he will need to respond to the Mandatory Review and confirm both his and Sam's circumstances before MSD can resume the New Zealand Superannuation.

On 8 September 2027 Pete responds to this Mandatory Review and confirms there is no change in circumstances. MSD resumes their New Zealand Superannuation at the same rate from 6 September 2027.

MSD to completes the Mandatory Review on 8 September 2027 and sets the next review date 52-weeks from the date the Mandatory Review was completed.

Pete's next Mandatory Review date is 6 September 2028.
