Emergency housing fast-track change in circumstances

A client and their household will be removed from the emergency housing fast-track when 1 or more of the following apply:

  • the client left emergency housing for more than 28 days and does not have exceptional circumstances
  • the client or their partner no longer has a dependent child
  • the client no longer has dependent children included in their social housing assessment
  • the client and their household are placed in social housing or alternative housing (e.g. transitional housing)
  • the client no longer qualifies for social housing or is no longer on the social housing register
  • the client no longer qualifies for emergency housing (including when the client is on an emergency housing non-entitlement period)

Note if a client is no longer fast-tracked, they may still qualify to remain on the social housing register.

Dependent child leaves care unexpectedly

If a dependent child leaves a client’s care unexpectedly, the client may continue to get payments at the existing rate for 28 days following the date the child left their care if they are getting 1 of the following payments:

  • sole parent rate of main benefit or
  • Unsupported Childs Benefit or
  • Orphans Benefit

However, the client will not remain on the emergency housing fast-track for the additional 28 days. If there are no other dependent children included in their social housing assessment the client will be removed from the emergency housing fast-track.

Emergency Housing non-entitlement period

If a client on the emergency housing fast track gets an emergency housing non-entitlement period, they must be removed from the emergency housing fast track for their whole 13-week non-entitlement period.

A client who has their non-entitlement period paused because they have been granted an Emergency Housing Grant under limited circumstances must still be removed from the emergency housing fast track.

If the client returns to emergency housing after their 13-week non-entitlement period ends, they will need to be in emergency housing for another 12 weeks or more before they can qualify for emergency housing fast track again.

Alternative housing means housing located in New Zealand other than social housing and includes:
