Risk rating for condition of facilities

There are only 2 outcomes from the assessment of the condition of the facilities in the client's current house.

Note this does not apply to clients who are assessed as 'not living in any accommodation' or living in emergency housing or transitional housing for the time being. These clients have already been rated as 'at risk' (4) for adequacy.

At risk (4)

Low or no need (1)

When assessing whether the client's house is adequate due to the condition of the facilities in the current house, consider whether the house is:

  • fit for habitation or
  • in a serious state of disrepair and presents a severe and significant health and safety risk to the client and their family

A house would be considered inadequate if:

  • there is no bathroom, toilet or laundry facilities or they are unsafe
  • electricity or wiring is unsafe
  • there is leaking water or broken pipes or lack of running water in the bathroom, or no shower or bath at all
  • there are no cooking or kitchen facilities or they are unsafe
  • there is no heating or ventilation (this doesn't have to be installed but there needs to be power points to be able to install these)
  • there is only one means of emergency exit and no approved fire scheme in place (multi-blocks only)

A house is considered adequate based on the condition of the facilities in the current house where there may be deficiencies, but these have not been identified as severe or a significant health and safety risk to the client and their family.

For example, the current house has:

  • the toilet in the bathroom
  • the laundry in the kitchen
  • fixtures and fittings that are old but are workable
  • doors that stick in extreme temperatures
