When the change to the market rent rate applies
Housing providers periodically review the market rent rates for individual properties, they must advise the Ministry of Social Development when the market rent rate has changed for a property.
Kāinga Ora review rates on a quarterly basis and community housing providers review rates no more than twice a year.
When the change applies to the Income Related Rent Subsidy
The housing provider will include the change to the market rent rate in the Income Related Rent Subsidy claim from the earliest possible rent charge date (following the date they changed the market rent)
When the change applies for clients paying rent at the market rent rate
An increase or a decrease to the market rent rate can result in a change to the rent for clients who are paying rent at the market rent rate.
For more information see:
When the change applies to the Income Related Rent record
The Ministry of Social Development will apply the new market rent rates to the client's record at the next change in circumstances review or annual review - whichever is the earlier.
Some changes to the market rent rate can trigger a change in circumstances review of the rate of Income Related Rent. This happens when:
- the new market rent rate is lower than the last notified rate of Income Related Rent
- the new market rent rate increases beyond the last notified rate of Income Related Rent
If change to the market rent rate results in a change to the rent then the usual review processes must be followed.
