Not entitled to compulsory fee payment

Students not entitled to the compulsory fee component

The compulsory fee component is not available to:

  • students who do not authorise payment of their fees from their loan account to their tertiary education provider
  • students undertaking a qualification at levels 1-3 on the New Zealand Qualifications and Credentials Framework where the fees for the qualification are fully funded by the government
    • a student should be referred to their education provider if they are unsure whether their qualification is fully funded by the government
  • part-time part-year students who are studying less than 0.25 EFTS
    • if a part-time part-year student studying less than 0.25 EFTS subsequently enrols in another programme they may become entitled
  • students enrolled in a Youth Guarantee programme when the fees for the qualification are fully funded by the government
  • students who can use their remaining first-year Fees Free entitlement in 2025, unless they have compulsory fees that are higher than their remaining entitlement
    • if this is the case, the student is still entitled to the compulsory fee component of a Student Loan to cover fees not covered by Fees Free entitlement

Important reminders

Students may study a combination of government funded Youth Guarantee programmes and other non-funded programmes.

These students may be eligible for the compulsory fee component of the Student Loan to pay fees for study that is not funded through Youth Guarantee.

Students who pay all or part of their fees from their own resources, or have them paid by a third party, cannot access the compulsory fee component of the loan for that portion of their compulsory fees.

Equivalent Full-time Student.

The EFTS value is a measure of the amount of study or workload involved in undertaking a course.

The Tertiary Education Commission confirms the EFTS value of each course as part of approving access to government funding.
