Students not entitled to Course-Related Costs
Part-time students
The Course-Related Costs component is not available for part-time part-year students.
For study starting on or after 1 January 2012, Course-Related Costs have not been available to part-time full-year students.
If a part-time student subsequently enrols in another course or programme in the same study period and becomes full-time, they can be entitled to Course-Related Costs.
Students aged 55 years and over
Course-Related Costs are not available to people aged 55 years and over (for study that starts on or after 1 January 2013).
Transitional provision
Students who were over 55 on 19 May 2011 (the date the policy change was announced), or who reached 55 before 1 January 2013 were entitled to Course-Related Costs for the qualification they were enrolled in on 19 May 2011, until they completed that qualification or 1 January 2015, whichever came first.
Students aged under 18 enrolled in Youth Guarantee and fees-free level 1 and 2 study
Students under the age of 18 at study start date, who undertake other fees-free study at level 1 or 2 on the New Zealand Qualifications Framework or Youth Guarantee programmes, are not eligible for the Course-Related Costs component of the Student Loan (for study that starts on or after 1 January 2014).
Transitional provisions
Students under the age of 18 years whose fees-free level 1 or 2 study started in 2013 and carried over into 2014 were able to access the Course-Related Costs component of the Student Loan for that application.
Students who reach the age of 18 during the period of study cannot access the Course-Related Costs component of the Student Loan during that period of study.
Important reminder
For Student Loans a student under the age of 18 may be studying a combination of level 1 or 2 fees-free/Youth Guarantee, and other programme(s) that are not fees-free. They may be eligible for the Course-Related Costs component of Student Loan for the non fees-free programme only.
