Young Parent Payment : Contents

Samoan Quota Scheme

This category is run by ballot and is available to Samoan citizens. Either the principal applicant or their partner must have an offer of employment in New Zealand.

Where the offer of employment was withdrawn or employment terminated through circumstances beyond the control of the client, you may consider granting Young Parent Payment where the client meets the two year residence criteria.

If you find that there was no job or that the job fell through you need to advise Immigration New Zealand after consulting with Legal Services regarding any privacy law implications with doing this.

Immigration New Zealand will decide on any action to be taken with regard to the client's residence status. In the meantime you need to look at all the circumstances of the client as to whether you can grant benefit assistance.

Note if the client has permanent residence and has lived continuously in New Zealand for two years at any one time since becoming a New Zealand citizen or permanent resident, assess the client's entitlement to Young Parent Payment in the usual manner.

Young Parent Payment on grounds of hardship is both income and asset tested. To assess a client's entitlement confirmation of the client's income and assets declared on the application for permanent residence is required from Immigration New Zealand. The client's current income and assets is also required.

Once confirmed, assess Young Parent Payment on grounds of hardship in the usual manner taking into account all other information provided by Immigration New Zealand.
