Compelling circumstance or reason
When there is a compelling circumstance or reason that means an Unsupported Child's Benefit carer cannot apply for Child Support, MSD must consider if the carer needs to apply.
Compelling circumstances need to be considered depending on the client's personal circumstances.
If it is considered that a carer does not need to apply, Helpline should be contacted to discuss individual client circumstances.
