Pre-benefit activity should not be assigned

There are some situations when a pre-benefit activity should not be assigned.

These include when:

  • a pre-benefit activity is unable to be assigned within 10 working days of the client's date of first contact
  • the pre-benefit activity is not available for the client to undertake within 10 working days of their date of first contact
  • a pre-benefit activity can only be assigned if there is reasonable opportunity for the client to undertake it at any time during the 20 working day period
  • initial contact is from a third party, eg an agent or partner. MSD must have direct contact with the primary client before a pre-benefit activity can be assigned. The date the third party makes contact can be used as the client's date of first contact.
  • the client has a job to go to or is starting a job within 13 weeks

The date a client first contacts us to request financial assistance is their date of first contact. A client may contact the Ministry of Social Development at any time, through various methods e.g. at reception in a service centre, via telephone through one of the contact centres, or in writing.
