Client was absent from New Zealand
Taking all reasonable steps applies to clients and partners receiving a main benefit, New Zealand Superannuation or Veteran's pension who continue to be paid their benefit or pension while they are temporarily absent from New Zealand.
For example, if the client was overseas during the notice period, the reason they haven't cleared their warrant to arrest is beyond their control. If their benefit has been suspended, it should be resumed from the date it was suspended. In the case of a client receiving New Zealand Superannuation or Veteran's Pension, this could be up to 26 weeks.
