Exceptional circumstances

When considering whether the client has exceptional circumstances, consider the following factors:

  • Is the maximum amount of Community Costs insufficient to meet the client's essential ongoing costs in the community?
  • What would be the effect of not meeting all of the client's costs?
  • What are the minimum costs the client has to meet?
For example, is the mortgage being paid at the minimum amount required?
  • Can the client reduce the cost?
For example, are cheaper childcare options available?
  • Are there any other circumstances of the client's situation you consider relevant?

In addition to the above, remember to consider the assistance that might be available from other sources to meet the client's need.

Interviewing the client by phone may be appropriate to help you decide whether the client has exceptional circumstances.
