Warnings for failing to meet responsibilities
When a client has failed to meet their emergency housing responsibilities, and they do not have a good and sufficient reason for not meeting them, they will receive a warning.
Warnings are applied to each Emergency Housing Grant. The client can only receive 1 warning per grant for not meeting their responsibilities.
A 13 week non-entitlement period for emergency housing will be imposed when the client:
- has received 2 formal warnings for the same emergency housing event and
- does not meet their emergency housing responsibilities for the third time and
- does not have good and sufficient reason for not meeting the emergency housing responsibilities
Note MSD must make sure the client has understood and agreed to the emergency housing responsibilities when granting an Emergency Housing Grant.
Warnings only apply to the same emergency housing event
When a client has a new emergency housing event, any warnings they received for a previous emergency housing event do not apply.
However, if a client has caused or contributed to their immediate emergency housing need, MSD may determine it is the same emergency housing event. In this case, the warnings from the previous event would still apply.
Partners and warnings
Responsibilities, agreed activities, and warnings only apply to the client who is granted an Emergency Housing Grant, not the partner (if any).
Where a client and their partner are in emergency housing, and the partner behaves in a way that means the client does not meet their responsibilities, only the client will receive a warning. The client is responsible for anyone staying with them in emergency housing.
Any warnings the client has received, does not affect the partner qualifications to get an Emergency Housing Grant if they decided to apply in their own right.
