Partner overseas long-term

If a partner was resident in New Zealand but has left the country and has no definite plans to return (for example, they are working overseas) they are not considered ordinarily resident in New Zealand and cannot be included in the benefit.

If they still consider themselves to be in a relationship, then they are assessed as a couple as below.

Rate of payment

If the client meets the qualifications for Temporary Additional Support when their partner is overseas long-term, the rate payable for Temporary Additional Support should be calculated as follows:

Chargeable income

  • Half of the couple's main benefit net rate (before any sanction or deduction)
  • Any Disability Allowance paid to the client for any qualifying family member
  • Any Accommodation Supplement paid to the client
  • Any other net income received or earned by the client and their non-qualified partner
  • Any Working for Families Tax Credits payments payable to the client and their non-qualified partner

Assets

Use the assets owned by both the client and their non-qualified partner

Allowable costs

Include the allowable costs for the client

Standard costs

Rate of payment

Assess the client as receiving the half couple rate and pay the calculated rate to the qualifying client

Note the single/sole parent rate can only be paid when the relationship no longer exists. Best Start tax credit is not included in the calculation of standard costs.
