Referrals to designated health practitioners about capacity to work
MSD may require a second opinion from a designated health practitioner before making a decision about whether to apply work obligations.
Regional Health Advisor or Regional Disability Advisor assessment
Generally, before a client is referred to a designated health practitioner, MSD’s Regional Health Advisor or Regional Disability Advisor will assess the case and recommend if the client should be referred for designated health practitioner assessment.
When to refer to a designated health practitioner
A client should be referred to a designated health practitioner when :
- their capacity for part-time work is unclear or
- their medical certificate indicates they have no capacity to work, but they are currently working (e.g. earnings are being charged against the main benefit) or
- their medical certificate indicates they have capacity to work, but MSD are aware that they do not have capacity (e.g. the medical certificate was based on 1 condition, but the client now has another condition) or
- they are engaged in activities that appear to be at odds with their work capacity information
