Client does not complete assigned pre-benefit activity
If a client does not complete an assigned pre-benefit activity within 20 working days of their date of first contact, the client's application lapses. When this occurs the client will need to re-establish their eligibility for benefit. The date the client makes contact to do this will become their new date of first contact.
If there are no good and sufficient reasons for not completing an assigned pre-benefit activity, the 20 working day period cannot be extended to allow the client more time to complete it. However, there may be situations where it is no longer reasonable for the client to complete the assigned activity.
If the client has a partner, the partner can apply for benefit in their own right (existing guidelines apply).
Client completes activity before their partner
When a primary client completes their pre-benefit activity before their partner does, MSD should continue processing the application for benefit for the client. The client can be paid the half-married rate of benefit. See:
Change of circumstances before grant
A client may have a change of circumstances before their benefit is granted and they may qualify for a benefit that is not subject to pre-benefit requirements.
