Transfers

When a client has a change in circumstances that affects their housing needs they may request a transfer to another property that better suits their new circumstances.

A client requesting a transfer to another social housing property will have to be reassessed using the original assessment criteria. This means they must have had a significant change in circumstances, as the client needs to be at risk (priority A) or have a serious housing need (priority B), to be eligible for another property.

If the client has concerns with the existing social housing property they are renting, for example, if it is cold, damp and/or mouldy, or there are concerns with overcrowding or underutilisation in the property, these cases need to be referred to the Housing Processing Hub.

Housing provider requires transfer

There are also situations when a social housing provider may require a client to move to a different property belonging to that provider.

Housing needs assessment

When a housing provider requires a tenant to transfer, they may ask MSD to complete a review of the tenant's housing requirements.

For more information see:

Change in circumstances and effect on tenancy review

All clients in social housing can have their tenancy reviewed. However, these are being targeted to make sure that reviews focus on the people most likely able to sustain alternative housing.

This means when clients tell us about changes in circumstances that effect their continued eligibility or the need for the particular property, their continued eligibility for social housing may not be reviewed straight away.

For more information see:

Legislation

Housing needs describe the property requirements (which include particular types of houses or areas) the prospective tenant requires for their household circumstances. This may include:

Social housing providers are housing providers, which include Housing New Zealand and community housing providers.

Community housing providers are approved, registered and regulated by the Ministry of Business, Innovation and Employment.

A social housing provider can provide properties for tenants who are eligible for social housing and for subsided rent through Income Related Rent.
